Mystery Image - Can you identify this scene?

This photo is somewhat of a mystery. We know the photographer, subject and date, but we do not know the location. It is a shot of a northbound Atlantic Coast Line train taken by J. I. Kelly on May 23, 1947. It shows ACL class R-1 4-8-4 #1811 locomotive leading a string of reefers possibly full of Florida produce. The locomotive is about to cross a road. The road crossing is protected by two unusual devices: railroad semaphores. The semaphores signals are not for the train but for autos. They are in the "Stop" or down position. We think that this is near Richmond. If anyone has any suggestions as to what road this is, please email the Richmond Railroad Museum at info@richmondrailroadmuseum.com.
